Contains expenditure, budget and encumbrance balances
needed to reconcile to the subsidiary ledger fund summary reports.

Select using FUND-EXP-SET at BIENNIUM-IND = ..., RECORD-CODE = "1".
(record-code = "1" is summarized to fund, so this is a fund by fund
 reconciliation, using the columns indicated on rpt 42).
 
Do a find first, then a find next until not found occurs.

The data-elements used for each fund are:

	ACT-BTD = Total Expenditures (Rpt 42)
	ACT-ENCUMB-BAL = Total Encumbrance Balance (Rpt 42)
	BT-1ST-YR-BUD +  BT-2ND-YR-BUD = Salary Recaptures (Rpt 42)
	PB-1ST-YR-BUD + PB-2ND-YR-BUD + TB-1ST-YR-BUD +
	TB-2ND-YR-BUD = Budget + Budget-Adjustments (Rpt 42)

totals from  the fund summary reports (Report 042, Current
Biennium Expenditures or Report 046, Current Biennium Revenue).
