We cannot succeed in educating the next generation without help. The most fundamental need is for a new compact in higher education. The compact must be based on renewed commitment and increased responsibility among the natural partners in education: The state and its institutions, students and their families; the University and its faculty and staff. Mutual responsibility is the key to the future of higher education in our state.
The responsibilities which each partner must fulfill are clear. We must provide students with access to high quality education that is relevant to their interests and community needs. And we must do so with increased efficiency and higher levels of accountability. The state is responsible for setting the goals of education and the standards we must reach. And, the state must provide the resources needed to provide quality education. Students must come prepared to learn and committed to making progress to graduation. And, students and their families must assume a fair share of the cost of education.
