2003 UIF Instructions for Preparing Proposals

- Description of Proposed Initiative
- The description of the proposed initiative should indicate clearly the aims,
operation, and likely outcomes of the new effort. Full proposals should also
address the topics listed below, as relevant. For preproposals, the emphasis
should be on the planned initiative with only abbreviated discussion of these
topics.
- Initiative background - Provides the context for the proposed initiative,
including its historical antecedents and the challenges it seeks to address.
- Significance to the University - Outlines why the initiative is important
to the quality of the academic program or essential to the efficient operation
of the institution. In particular, the proposal should reflect strategic
thinking that tries to anticipate over-the-horizon opportunities. The impact
on the community at large and its attendant implications for the UW should
also be included.
- Benefits- States the anticipated outcomes of the proposed initiative
and presents arguments that would justify major investment of scarce UW
resources. If appropriate, note any consequences if such action is not
taken.
- Unit commitments and space - Summarizes the financial, personnel and
space resources to be contributed by each participating unit. Describe
location in which proposed activity will take place. Identify all requirements
for new space. Demonstrate that space has been committed.
- Leverage - Indicates how an investment of UW resources both at the central
and unit level can generate external resources such as grants, gifts,
collaborative ventures, including such examples as the possibility of
attracting complementary programs or branches of federal agencies or special
institutes and the like.
- Budget - Presents a four-year summary as well as details of the requested
annual budget including unit commitments and anticipated external funding
services. A guideline for budget information is attached.
- Endorsements - Lists all the participating units and includes the endorsements
of the supporting department chairs as well as deans and/or vice presidents
who will serve as the co-leaders of the proposed initiative. In addition
to the signature of the primary dean or vice-president, the names and
contact information of the primary developers of the proposal should be
listed.
- Note that all proposals must be sufficient for review without reference
to websites or other reference material. No attachments will be accepted.
- Format:

vice provost articulating how the initiative would further unit strategic
goals.

- Description of proposed initiative, including abbreviated budget information;
maximum of three (3), one-sided pages.
Final proposals:
- Supporting letter from each participating dean, vice president, and
vice provost articulating how the initiative would further unit strategic
goals.
- UIF application cover page
- Description of proposed initiative; maximum of nine (9), one-sided pages.
- Detailed budget portion; maximum of two (2), one-sided pages.

- Deadlines
-
- October 15, 2002– Preproposals due to dean, vice president, or vice
provost.
- December 2, 2002 – Preproposals due to Provost.
- March 3, 2003 – Notification of those asked to submit full proposals.
- April 28, 2003 – Full proposals due to Provost.
- June, 2003 – Announcement of winners

Budget Guidelines
- The format for the budget and related budget information to be included
with the final proposal are outlined on the sample budget page.
Only an abbreviated summary is required for the preproposal. Any questions
should be referred to the office of the appropriate dean or vice president.
Budget items that should be excluded from the request include routine
inflation costs, salary increases, utility costs, and similar costs that
would normally be considered an integral part of the UW infrastructure
budget. Expenditures from UIF budgets are also subject to the normal restrictions
on use of public funds. (Note that the UW policy for food and beverage
expenditures is currently being revised.)
