For the vast majority of budgets, whether budget status = 4 or not is going to decide whether they are purged.
There are other mechanisms that can be used to either force a budget to be carried forward or purged regardless of the budget’s status.
The purge biennium end flag when set to a value of "2", is used to cause a budget to be carried forward regardless of whether it is in status 4 or not.
Accounting flag 24 is used to cause a budget number to be purged even if it is not in status 4.
