Why am I seeing a budgeted amount of $1 on my advance budget?

GCA allocates $1 to object code 36-00 for all non-FOP 11 advance budgets. This $1 allocation is used to flag advance budgets and exclude them from specific reports and automated processes. This $1 allocation will be removed by GCA upon receipt of a fully executed award agreement, which effectively takes the budget out of advance status.
