Why should I route an eGC1 for Contracts & Other Transactions to OSP ASAP?

Federal contracts and Other Transaction Agreements (OTAs) have specialized and sometimes, unique, requirements which involve a different approach to review and, therefore, take longer. This is also true in instances where the UW will be receiving federal contract or OTA flow-through funding.

OSP highly recommends campus route draft proposals for these project types to OSP as early as possible. Please route them to OSP in SAGE for initial review no later than 7 business days before the sponsor deadline.

Waiting until the 3 business day GIM 19 deadline to route these project types can negatively impact proposal submission, including whether we can submit the proposal, as well as the ability to accept an award.

Why does it take longer?

Some of the specialized and unique requirements can involve:

  • Accepting terms & conditions of an award at time of proposal
    • OSP needs time to review these terms & conditions and ensure the UW can accept them
  • Requiring additional representations and certifications that need verification
  • Making proposed subrecipients aware of & prepared to follow federal requirements.
    • PI should make collaborators aware of these at proposal and that the terms and conditions will flow down
  • Proposal elements that require input from other central UW offices outside of the department and OSP, for example
  • Understanding if the project is restricted research, which might involve classified information or CUI
  • Reviewing publication restrictions, rights to Intellectual Property, title to property/equipment
  • Reviewing that any data privacy & security requirements are adequately addressed in the proposal
