Compliance Expectations

Any individual who operates an activity, event, program, or research study as a part of their employment with UW must follow the Requirements for University and Third Party Led Youth Programs (APS 10.13) in its entirety. The Office of the Youth Protection Coordinator is tasked with defining expectations and helping ensure that the University and its respective units are meeting compliance obligations.

Tracking and evaluating compliance with APS 10.13 is performed using the University’s Youth Program Registration System (YPRS).

Compliance Metrics

Each youth activity and research study must meet the following criteria to be considered compliant:

  • Youth activity or research study must be registered prior to start of interaction with youth (i.e., registration submission date in YPRS must be earlier than start date of interaction with youth).
  • All Authorized Personnel must be entered into YPRS and have completed screening, training, and conduct pre-service tasks prior to unsupervised access to youth (i.e., task completion dates in YPRS must be earlier than start date or effective date), and must remain ongoing, as required.

Each Unit (college, school, or campus) must meet the following standard in order to be considered compliant:

  • A minimum of eighty percent of total sessions (individual studies and youth programs) in a given unit must meet the above expectations for all Authorized Personnel.

Compliance is communicated both in real-time and on set reporting schedules

Real-Time Compliance Notification

  • Individual personnel receive multiple reminder notifications from the YPRS via e-mail to complete activities prior to deadlines.
  • Program directors and principal investigators receive timely notifications from the YPRS regarding personnel with outstanding actions.
  • Department heads receive timely notifications from the YPRS of non-compliant youth activities or studies.
  • End of session compliance summary reports are issued immediately after the end date of a session. Summaries are sent to activity and study leaders and department heads.

Biannual Youth Activity Compliance Reporting

  • OYPC publishes comprehensive Youth Activity Compliance Reports twice annually (in April and October) to reflect unit-wide compliance over the previous six-month period.
  • These biannual reports are sent to unit heads, unit administrators, and to other university leadership, as requested.

Ongoing compliance evaluation

The following APS 10.13 requirements are evaluated through the Youth Program Assessment Initiative (YPAI). Compliance metrics for these items can be found in YPAI materials and will be soon available on this page.

  • Reporting suspected child abuse or neglect.
  • Reporting behaviors of concern.
  • Adhere to workplace regulations and other environmental safety criteria while you in your care.
  • Have an emergency preparedness plan in place.
  • Included in unit Fire Safety Evacuation Plan.
  • Procedures in place to respond to known health conditions.
  • Process personal data in accordance with University privacy policies and the Privacy Policy for UW Youth Programs.
