HR and Payroll Initiative Home
(A UIF-funded initiative of the USER Project)
HR and Payroll was the first USER Project Initiative and helped define
the USER approach. With a user-based, iterative method of designing,
building, and implementing software applications, the USER approach set
a standard for software development efforts at the University of Washington
and created a powerful cultural change in the way business is conducted.
Cross-organizational teams delivered a number of HR and Payroll
online applications, including:

The UW Timesheet is available to a limited number of departments
as we introduce it to the university community in a phased rollout.
We anticipate the UW Timesheet will be available for general use
within the next several months. We will be contacting departmental
administrators to arrange access to the UW Timesheet and provide
training to departmental payroll coordinators and timekeepers.
Employee Self-Service
(ESS)
Initial Release November 2000, enhancements in progress
Employee Self-Service (ESS) provides employees with the ability
to view their personal earnings, taxes, retirement, investments,
and medical and dental plans online. They can also update
address and emergency contact information, as well as sign up for
direct deposit, and print official earnings statements. ESS
is available to all employees who have a UW NetID and a computer
with access to the web. The ESS team formed in 1999 and continues
to develop enhancements—an online W4 form is scheduled for
release in early 2005, and online enrollment in the Voluntary Investment
Program (VIP) by mid-2005.
Human Resources and the Payroll Office support end users of ESS.

This product replaced the paper form used to track vacation and
sick leave accruals for classified and professional staff. Over
10,000 records are now on OWLS and employees can view their vacation
and sick leave balances on ESS. The Time and Leave USER Task
Group was formed in 1998 to tackle this project; their work was
completed in December 2003.
Human Resources is the business steward of OWLS.
This product replaced the paper payroll system—totally revamping
the way departments manage payroll activities and streamlining the
entire payroll process. The team began its work in 1999 and
finished in July 2004.
The Payroll Office is the business steward of OPUS.
